EDUCATION/CERTIFICATIONS MANDATORY

Master's degree or higher in statistics, biostatistics, economics, health services research, data science, epidemiology, demography or a related quantitative field.

WORK EXPERIENCE MANDATORY

At least 5 years linking and analyzing large data sets.

At least 5 years doing analysis that supports policy decisions.

At least 3 years building data infrastructure and models.

At least 3 years doing program assessments and evaluations.

At least 2 years of work like this, with examples from the last 5 years.

Hands on work with federal survey and claims data. For example: Medicare claims, Medicaid claims and enrollment data, the Minimum Data Set, OASIS, the National Health and Aging Trends Study, the Health and Retirement Study, the Medicare Current Beneficiary Survey, the National Study of Caregiving, or vital statistics.

Strong programming in SAS, Stata, R or Python. Also SQL.

Methods from simple descriptive statistics through multivariate modeling.

Experience handling personal and health data under strict security rules."

EDUCATION/CERTIFICATIONS NICE TO HAVE

PhD in statistics, biostatistics, economics or health services research. CITI human subjects research certificate. Experience holding a CMS data use agreement. Experience working in a secure federal data enclave.

WORK EXPERIENCE NICE TO HAVE

Past work with ASPE, CMS, ACL, SAMHSA or AHRQ data.

Experience with microsimulation or cost projection models.

Experience turning statistical results into charts a non technical reader understands.

ROLES AND RESPONSIBILITIES

Lead the quantitative work on the contract.

Decide which data sources answer the customer question, and say plainly when the data cannot answer it.

Get access to the data. Prepare the data use agreements and follow every access rule.

Link survey data to administrative data and document how the link was made.

Run the analysis, from descriptive tables through multivariate models.

Check the numbers. Keep the code and the steps so another analyst can repeat the work.

Build data tables, charts and short technical memos explaining what the numbers mean.

Write the methods sections of reports and briefs.

Advise the Project Director on the hours and skills each analysis needs.

Guide junior analysts on code, data handling and quality checks.
