Under general direction of the section Program and Project Supervisor, the Senior Utilities Engineer (Specialist) will act as the CEQA Project Manager responsible for completing California Environmental Quality Act (CEQA) environmental review for infrastructure projects, such as electrical and natural gas infrastructure projects. The Project Manager will have lead responsibility in conducting complex technical, policy, and/or economic analyses and research to support Administrative Law Judges (ALJ), Commissioners, and Advisors in the permitting of utility infrastructure projects including electric transmission infrastructure (such as transmission lines and substations), and natural gas infrastructure (such as compressor stations and pipelines). Job duties include managing the development of CEQA and other environmental review documents and leading permitting for development of utility infrastructure projects. The Project Manager will also oversee the construction compliance of utility infrastructure projects. The CEQA Project Manager will advise and consult with ALJs regarding rulings and proposed decisions, provide technical support for ALJs in formal proceedings before the Commission, prepare briefings, and perform policy research. The CEQA Project Manager is responsible for requesting proposals for consultant services, managing the selection process and acting as contract manager overseeing the development of CEQA documents and other environmental documentation. The Project Manager will facilitate workshops and/or stakeholder meetings as needed.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

Special Requirements

  • The position(s) require(s) a(n) Professional Engineer License. You will be required to provide a copy of your license prior to being hired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience preparing or managing California Environmental Quality Act (CEQA) environmental reviews and permit approvals for complex electrical, natural gas, or other large industrial infrastructure projects.
  • Project management experience in establishing project schedules, budgets, and producing timely deliverables.
  • Experience facilitating stakeholder outreach and engagement.
